- Prohibit the parking of vehicles that are in excess of 22 feet in length or over 84 inches in height, during the hours of 2:00 a.m. and 6:00 a.m. along the following street segments:
- Both sides of White Oak Avenue between Mayall Street and Lassen Street
- Both sides of Jeffrey Mark Court and Larwin Avenue
- Both sides of Haskell Avenue from Plummer Street to Tupper Street
- South side of Lassen Street from Woodley Avenue to Haskell Avenue
- South side of Rinaldi Street from Woodley Avenue to Haskell Avenue
- Both sides of Woodlake Avenue from Vanowen Street to Haynes Street
- Direct the Los Angeles Department of Transportation (LADOT), upon adoption of the Resolution, to post signs giving notice of a “tow away, no parking” restriction for oversized vehicles, with the specific hours detailed.

Recommendations for Council action:
- ADOPT the determination by the Board of Airport Commissioners (Board) that the proposed action is categorically exempt under the California Environmental Quality Act (CEQA) pursuant to Article III, Class 1(18)(c) of the City of Los Angeles CEQA Guidelines.
- APPROVE the Amended and Restated Passenger Lounge Space Lease No. LAA-8763 between the LAWA and Qantas Airways Limited for lounge space in the TBIT at LAX that will extend the term of the lease by five years and one month, from November 6, 2024 through December 31, 2028, and generate revenues of approximately $11,500,000 during the first year of the extended period, and an estimated $58,300,000 over the total term.
- CONCUR with the Board’s action on October 19, 2023, by Resolution 27831, authorizing the Interim Chief Executive Officer, LAWA, or designee, to execute said Amended and Restated Premier Passenger Lounge Space Lease with Qantas Airways Limited.

Fiscal Impact Statement: The City Administrative Officer reports that approval of the proposed Lease between the LAWA and Qantas Airways Limited will provide annual Premier Passenger Lounge Space rent in the TBIT of approximately $11,500,000 in the first year, and an estimated $58,300,000 over the extended period, not including annual rate escalations or additional percentage rent triggered by other services. Revenues collected during the lease term will be remitted to the LAWA Revenue Fund. The actions of the proposed amendment comply with LAWA’s adopted Financial Policies. Approval of the proposed amendment will have no impact on the City’s General Fund.
