HOUSING AND HOMELESSNESS COMMITTEE REPORT and RESOLUTIONS relative to State of California Department of Housing and Community Development Homekey Program Round 2, for the projects located at 1654 West Florence Avenue in Council District 8 and 6531 South Sepulveda Boulevard in Council District 11.

Recommendations for Council action:
- ADOPT the accompanying revised AUTHORIZING RESOLUTIONS, contained as Attachment 1 in the revised Los Angeles Housing Department (LAHD) report dated January 10, 2024, attached to Council file No. 21-0112-S1, as required by the State of California Department of Housing and Community Development, for the projects located at 1654 West Florence Avenue in Council District 8 and 6531 South Sepulveda Boulevard in Council District 11.
- AUTHORIZE the LAHD, subject to the approval of the City Attorney, to draft and execute the resolutions substantially in the form of the draft Resolutions attached to the revised LAHD report dated January 10, 2024, attached to the Council file, incorporating any necessary adjustments to the draft Resolutions that may be required by the State of California Department of Housing and Community Development prior to their execution.
- APPROVE the amendment of the terms of the respective loan documents to change the number of units per project, as outlined in the table contained in the revised LAHD report dated January 10, 2024, attached to the Council file, for various Homekey Round 2 projects.
- AUTHORIZE the General Manager, LAHD, or designee, to:
- Allow the transfer of the City’s financial commitment to a limited partnership or other legal entity formed as an affiliate of the selected owner/operator solely for the purpose of owning and operating a Homekey Round 2 project, in accordance with City, State and Federal requirements, for all Homekey Round 2 projects.
- Modify or amend, and execute, loan documents for Homekey Round 2 projects (including promissory notes, deeds of trust, regulatory agreements, and any other necessary legal documents), subject to review and approval of the City Attorney as to form, as described in the authorizations in the authorizations listed above.

- INSTRUCT the Department of Public Works (DPW) to report to the Council within 90 calendar days with an implementation plan for the recommended Tier 1 and Tier 2 improvements outlined in the LA 2028 Legacy Streets Improvements Plan, identify improvements such as tree planting, sidewalk repair, bus shelters, and street lighting repair that can be folded into the city's annual work programs in order to complete the improvements by 2028, and resources needed to implement these improvements.
- INSTRUCT the DPW and Los Angeles Department of Transportation (LADOT) to report to the Council in 90 days on the feasibility of implementing the Tier 3 improvements outlined in the LA 2028 Legacy Streets Improvements Plan, the resources needed to implement these improvements, and a grant application and funding strategy.
- TRANSPORTATION COMMITTEE REPORT
Recommendations for Council action, as initiated by Motion (De Leon – Lee):
- DIRECT the DPW to report within 90 calendar days with an implementation plan for the recommended Tier 1, Tier 2, and Tier 3 improvements outlined in the LA 2028 Legacy Streets Improvements Plan with said report to:
- Identify Tier 1 and Tier 2 improvements such as tree planting, sidewalk repair, bus shelters, and street lighting repair that can be folded into the city's annual work programs in order to complete the improvements by 2028.
- Identify which Tier 3 improvements would be competitive for grant funding and include a time line for applying for these funds in its report.
- DIRECT the Bureau of Street Services, in collaboration with the LADOT, Bureau of Engineering, City Administrative Officer (CAO), and others as necessary, to report to the Council within 45 days with a cost estimate, work plan, and timeline for conducting a 2028 Legacy Streets Improvement Plan for the areas in and around the Universirty of California, Los Angeles and other Olympic/Paralympic venues with a focus on pedestrian and bicycle infrastructure to provide first/last mile connections to the transit system.

- AUTHORIZE the Controller to transfer $100,150 from the Fiscal Year (FY) 2023-24 Budget for the Office of the City Administrative Officer (CAO), Fund No. 100/10, Account No. 003040, Contractual Services; and transfer $149,850 from FY 2023-24 Unappropriated Balance (UB) Fund No. 100/58, Account No. 580404, Decarbonization and Development of Solar on City Facilities, to existing accounts in the Bureau of Engineering (BOE) Special Services Fund No. 682/50, Account No.50VVHE, Building Decarbonization Work Plan, for BOE project implementation costs including project engineering, design, construction, and other associated program costs.
- AUTHORIZE the Controller to transfer $112,350 from the FY 2023-24 Budget for the CAO, Fund No. 100/10, Account No. 003040, Contractual Services, to the Department of Recreation and Parks (RAP) Fund No. 302/89, Account No. 89737W, Decarbonization Work Plan, to provide the RAP with six-months funding for two resolution authority positions approved in the FY 2023-24 Adopted Budget.
- AUTHORIZE the Controller to transfer $375,000 from the FY 2023-24 Budget for the CAO, Fund No. 100/10, Account No. 003040, Contractual Services, to the RAP Fund No. 302/89, Account No. 89737W, Decarbonization Work Plan, to provide funding to the RAP for costs associated with seven Asset Management System (AMS) user licenses, AMS maintenance, and as-needed AMS support services.
- AUTHORIZE the Controller to transfer $112,500 from the FY 2023-24 Budget for the CAO, Fund No. 100/10, Account No. 003040, Contractual Services, to the Department of General Services (GSD) Fund No. 100/40, Account No. 006010, for Office and Administrative Expense in the amount of $32,500, and Account No. 007340, and to Transportation Equipment in the amount of $80,000, to purchase an electric vehicle for field use on maintenance activities.
- AUTHORIZE the Controller to transfer $22,609,938 from the FY 2023-24 UB, Fund No. 100/58, Account No. 580404, Decarbonization and Development of Solar on City Facilities, to the specified accounts in the BOE Special Services Fund No. 682/50, for BOE project implementation costs including project engineering, design, construction, and other associated program costs, as shown in the table detailed in the October 10, 2023 BOE report, attached to the Council file.
- INSTRUCT the CAO to assist the BOE, GSD, Los Angeles Department of Water and Power, Climate Emergency Mobilization Commission, and all departments effectuating decarbonization goals of the Mayor and City Council so that the projects that are chosen maximize use of City properties, land, and infrastructure while focusing and ensuring that the General Fund dollars are spent as to leverage state, federal, and other funds to cover and recoup a much general investment as possible.
