Motion (de León – Blumenfield) relative to amending the Council's action of February 4, 2020 on Council file No. 18-0716-S2 regarding the acceptance of $500,000 from CP V 520 Mateo, LLC, developer of a project located at 520, 524, 528, 532 Mateo Street and 1310 East 4th Place, for the purpose of future affordable housing in Council District 14; to accept a new payment of $500,000 and to reaffirm the instructions of the prior Council action, inasmuch as the initial payment issued was never actualized; and, to accept an additional payment of $1,750,000 from said developer to be deposited into the Council District 14 Public Benefits Trust Fund No. 57L, for the same purpose of future affordable housing within Council District 14.

Motion (Martinez – Price) relative to instructing the LAHD and City Attorney to report on options for amending the current code to require sufficient cooling apparatuses in residential rental units in the City, and potential funding sources; instructing the LAHD, Chief Heat Officer, and Climate Emergency Mobilization Office to report on the impact of extreme weather events and climate change on housing conditions, and any necessary mitigations to ensure safe living conditions across the City’s housing stock; requesting the City Attorney, with assistance from the LAHD, to report on options for assisting tenants without access to functioning cooling apparatuses for an unreasonable period of time; requesting the Los Angeles Department of Water and Power to report on resources and programs to assist low income households with their energy bills during extreme weather events, and rebates to buy more energy efficient cooling devices; and, instructing the CAO to report on funding sources to assist low income households during extreme weather events.

Telecommunication Relay Services

Telephone communication is one of the most important forms of communication in society today. Due to advancements in technology, telephone devices have evolved with new services and capabilities. Individuals who are deaf and hard of hearing, and individuals with a speech disability are following these trends and are rapidly migrating to more advanced telecommunications methods, both for peer-to-peer and third-party telecommunications relay service (TRS) communications.

Telecommunications Relay Service is a telephone service that allows persons with hearing or speech disabilities to place and receive telephone calls. TRS is available in all 50 states, the District of Columbia, Puerto Rico and the U.S. territories for local and/or long distance calls. TRS providers - generally telephone companies - are compensated for the costs of providing TRS from either a state or a federal fund. There is no cost to the TRS user.

What forms of TRS are available?There are several forms of TRS, depending on the particular needs of the user and the equipment available: TRS includes: Text to Voice TIY-Based TRS; Speech-to-Speech Relay Service; Shared Non-English Language Relay Service; Captioned Telephone Relay Service; Internet Protocol Relay Service; and Video Relay Service. Don't hang up! Some people hang up on TRS calls because they think the CA is a telemarketer. If you hear, "Hello. This is the relay service .. . " when you pick up the phone, please don't hang up! You are about to talk, through a TRS provider, to a person who is deaf, hard-of-hearing, or has a speech disability.
