Motion (Lee – Blumenfield)  relative to instructing the Departments of City Planning, and Building and Safety, to report on the feasibility of creating an overlay zone and/or the use of other land use tools that would streamline the entitlement and permitting processes for bioscience-related uses within the Chatsworth-Northridge Industrial Core, Innov818 zone; and instruct the City Administrative Officer, Chief Legislative Analyst, and the Office of Finance to provide a comprehensive report to include: 1) the feasibility of temporarily increasing the gross receipts tax exemption threshold along with an economic and financial analysis of increasing the threshold; and 2) recommendations on implementing the higher exemption threshold, including cap amounts along with other incentives and/or tax exemptions that could be implemented to assist growth of the bioscience industry in the City of Los Angeles.

Motion (O'Farrell - Blumenfield) relative to initiating consideration of the property located at 6480 West Santa Monica Boulevard, Los Angeles, CA 90038, as a Historic-Cultural Monument (HCM) under the procedures of Section 22.171.10 of the Los Angeles Administrative Code, and instructing the Department of City Planning to prepare the HCM application for review and consideration of the Cultural Heritage Commission.

Motion (Buscaino - Lee) relative to initiating consideration of land use actions for the property located at 275 West First Street, Los Angeles, CA 90731, and instruct the Department of City Planning (DCP) to prepare the following: (1) a General Plan Amendment to modify the Land Use designations to Community Commercial to permit the redevelopment of the approximately 19.96-acre site, as depicted in Exhibit A, attached to the Council file, and consistent with the community and stakeholder proposed Transformation Plan for the property and surrounding neighborhood; and (2) with the assistance of the Los Angeles Department of Transportation recommend any necessary modifications to the Street Standards of surrounding streets; (3) preparation of a Specific Plan to facilitate the redevelopment of the site; and (4) an amendment to the San Pedro Community Plan Implementation Overlay District boundary; and, instruct the DCP, with the assistance of the City Attorney, and in consultation with the Housing Authority of the City of Los Angeles, to prepare and present the required ordinances and environmental clearance.

Telecommunication Relay Services

Telephone communication is one of the most important forms of communication in society today. Due to advancements in technology, telephone devices have evolved with new services and capabilities. Individuals who are deaf and hard of hearing, and individuals with a speech disability are following these trends and are rapidly migrating to more advanced telecommunications methods, both for peer-to-peer and third-party telecommunications relay service (TRS) communications.

Telecommunications Relay Service is a telephone service that allows persons with hearing or speech disabilities to place and receive telephone calls. TRS is available in all 50 states, the District of Columbia, Puerto Rico and the U.S. territories for local and/or long distance calls. TRS providers - generally telephone companies - are compensated for the costs of providing TRS from either a state or a federal fund. There is no cost to the TRS user.

What forms of TRS are available?There are several forms of TRS, depending on the particular needs of the user and the equipment available: TRS includes: Text to Voice TIY-Based TRS; Speech-to-Speech Relay Service; Shared Non-English Language Relay Service; Captioned Telephone Relay Service; Internet Protocol Relay Service; and Video Relay Service. Don't hang up! Some people hang up on TRS calls because they think the CA is a telemarketer. If you hear, "Hello. This is the relay service .. . " when you pick up the phone, please don't hang up! You are about to talk, through a TRS provider, to a person who is deaf, hard-of-hearing, or has a speech disability.
